Ponto de vista da Brakke Consulting

Na coluna de opinião da semana passada, analisei as reformas da Autoridade de Concorrência e Mercados (CMA) do Reino Unido para o setor veterinário e terminei com um comentário sobre confiança — e não se trata de um sentimento vago da minha parte. A CMA constatou que menos de 501 mil clientes de grandes grupos veterinários (CVS, IVC, Linnaeus, Medivet, VetPartners) sabiam que sua clínica fazia parte de uma rede, e esses grupos veterinários praticavam preços, em média, 18,31 mil dólares acima dos veterinários independentes, além de apresentarem pior desempenho em termos de satisfação do cliente com relação aos custos. Isso parece representar uma erosão justamente daquilo que costumava substituir a regulamentação nos mercados de serviços profissionais: a reputação pessoal/local.

Historicamente, a confiança no veterinário funcionava como um mecanismo informal de mercado, pois o veterinário era uma figura conhecida na cidade, cujo sustento dependia da reputação local, e não da carreira. Em mercados pequenos, a notícia se espalha rapidamente, e o veterinário arcava pessoalmente com o custo reputacional — um forte incentivo para evitar preços abusivos ou tratamentos excessivos. Quando a propriedade passa para uma rede apoiada por capital privado, esse mecanismo se desfaz: os preços nem sempre são definidos localmente, a marca da clínica local, antes confiável, agora está inserida em uma estrutura de propriedade e incentivos diferente, e a reputação pessoal se dilui por toda a corporação.

Não se trata de uma questão de "mercados que funcionam versus mercados que falham", nem de "veterinários corporativos não serem confiáveis" — a confiança no profissionalismo individual dos veterinários permanece alta em todos os setores, segundo o relatório. A questão é que o mecanismo que tornou esse mercado autorregulado por décadas era, ele próprio, uma característica do mercado: a reputação local. A consolidação o desmantelou mais rapidamente do que qualquer substituto surgiu. A CMA aposta que a divulgação obrigatória pode reconstruir informações suficientes para que a concorrência de preços volte a funcionar. Se essa aposta dará certo, só o tempo dirá.
